MOOCs are on a political trajectory and as such MOOCs must not be seen as the big idea itself but in service of big ideas. This position of MOOC to society goals seems extremely relevant for Europe. Recently three independent studies confirm that that Europe is much more involved in MOOCs compared to the US, and that strategies to be involved in MOOCs differ as well. The reason behind these differences seem related to the social dimension of the higher educational system in continental Europe.

This calls of a aligned response of policy makers from the European Commission, National governments, higher educational institutions, European/national partnerships and MOOC platforms and -service providers. To this end the HOME project organises a Policy Forum on European MOOCs in Brussels on 28 June 2016. The report 'MOOCs in Europe' of their previous event was recently published.
